There are a couple reasons you cannot drill a hole in the Curt Multipurpose Ball Mount, part # D210.
First, you would void any warranty for the mount and probably the accessory you want to use with the ball mounted in the # D210. Secondly, the top receiver opening is not designed for a hitch ball. It is made to be used with an accessory like a cargo carrier or a bike carrier. The bottom hitch ball mount is the only part of the item that is designed to be used with a trailer.

Curt requires a stabilization strap for all Class I hitch mounted accessories to relieve stress that is put upon the hitch while carrying hitch mounted accessories.

It seems that the person you spoke with is confused. A stabilization strap and an anti-rattle bolt do not serve the same purpose. A stabilization strap helps support the non-trailer load on the hitch, while an anti-rattle bolt helps to eliminate the rattle or wobble of the shank in the trailer hitch.

When it comes to using a hitch adapter on your 1-1/4 inch hitch to accommodate a 2-inch accessory, it is important to note that any time you use an adapter/extender, you will be decreasing the overall weight capacity of the hitch by 50%. An anti-rattle hitch stabilizer does reduce the noise you hear significantly, but it also helps out your equipment.
